The provisions, covenants, and agreements relating to the issuance of city sewer revenue bonds, the provisions, covenants, and agreements relating to the borrowing of money in anticipation of the issuance of city water system revenue bonds, as well as the provisions, covenants, and agreements set forth in any ordinance heretofore or hereafter adopted by the City Council relating to the issuance of the city’s revenue bonds for either of the two utility systems of the city, and the establishment of the initial rates and charges applicable thereto set out in § 35.043, are hereby recognized to constitute valid and binding contracts of the city with the holders or prospective holders of the said respective revenue bonds and the coupons thereto attached.
