§ 35.036 MEMBERSHIP; QUALIFICATIONS.
   (A)   Five members of the Municipal Utility Commission shall be citizens, residents, taxpayers, and legal voters of said city. Considering the fact that the city’s water distribution system extends beyond the corporate limits of the city and serves customers and premises in certain rural areas of the county outside the corporate boundaries of the city, the other two members of the Commission shall not be residents of said city but shall be citizens, residents, taxpayers, and legal voters of the county.
   (B)   Members of the Commission shall not at the time of their appointment be indebted to the city, directly or indirectly, nor shall any of them be surety on the official bonds of any officer of the city. No officer or employee of the city shall be eligible to serve as a member of said Commission.
