(A) The Commission shall consist of five members appointed by the Mayor with the approval of the City Council for terms of two years, except that of the members first appointed, three shall be appointed for one-year terms and two for two-years terms. The members shall consist of one real estate agent or appraiser, one representative of area lending institutions who is knowledgeable in the financing of residential property (neither of whom is required to be a resident of the city), and three representatives from the citizens of the city who are residents of the city, at least one of whom, if possible, has demonstrated interest in the history of the city.
(B) Vacancies shall be filled by the Mayor for the unexpired portion of the term.
(C) Each member shall be at least 21 years of age. No officer or employee of the city whose duties include enforcement of the city building regulations shall be appointed to the Commission, though all such personnel shall be responsible to timely report to the Commission as requested.
(D) A member of the Commission shall be immediately removed from the Commission if the member has missed three consecutive regular meetings of the Commission without sufficient excuse accepted by a majority of the other members of the Commission.
(E) A member of the Commission may be removed by the Mayor for cause, after a hearing by the Mayor, and after at least ten days’ notice in writing has been given to the member. Such notice shall set for the cause of the proposed removal. At the hearing, the member may be represented by counsel, but in any event, shall appear in person or shall be deemed to waive any objection or protest of any kind.
(F) The Mayor shall designate one of the members of the Commission to be Chairperson and one to be Vice-Chairperson to serve until the earlier of the expiration of such member’s term or the appointment of a new Chairperson or Vice-Chairperson by the Mayor. The Commission shall submit an annual report of its activities to the Mayor and the City Council.
(G) Members shall serve without compensation but shall be reimbursed for expenses necessarily incurred in the performance of their duties.
