(A) There is established a Property Review Commission which shall give effect to the provisions of this subchapter.
(B) The Commission may adopt bylaws and such other rules and regulations as may be necessary to its operations, subject to approval by the City Council. The Commission shall conduct regular or special meetings as it deems necessary and shall keep minutes and records of all proceedings, including the number of votes for and against each question and the record of the vole of each member. A simple majority of the total membership of the Commission shall constitute a quorum for the transaction of business.
