§ 150.31 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ABANDONED URBAN PROPERTY. Any vacant structure, or vacant or unimproved lot or parcel of ground in a predominately built-up neighborhood which has been vacant for at least one year that has become dilapidated, unsanitary, unsafe, rodent infested, a place for the accumulation of trash, or that has been tax delinquent for a period of at least three years.
   BLIGHTED PROPERTY OR DETERIORATED PROPERTY. Any vacant structure or vacant or unimproved lot or parcel of ground in a predominately built-up neighborhood:
      (1)   Which because of the physical condition or use is regarded as a public nuisance at common law or has been declared a public nuisance in accordance with the city ordinances;
      (2)   Which because of physical condition, use, or occupancy is considered an attractive nuisance to children, including, but not limited to, abandoned wells, shafts, basements, excavations, and unsafe fences or structures;
      (3)   Which because it is dilapidated, unsanitary, unsafe, vermin-infested, or lacking in the facilities and equipment required by the building regulations of the city;
      (4)   Which is a fire hazard or is otherwise dangerous to the safety of persons or property;
      (5)   From which the utilities, plumbing, heating, sewerage, or other facilities have been disconnected, destroyed, removed, or rendered ineffective so that the property is unfit for its intended use or unfit for human habitation;
      (6)   Which by reason of neglect or lack of maintenance has become a place for accumulation of trash or debris, or a haven for rodents or other vermin;
      (7)   Which has been tax delinquent for a period of at least three years; or
      (8)   Which has not been rehabilitated within the time constraints placed upon the owner by the appropriate building regulation enforcement officer or agency.
   HISTORIC SITE. Any parcel of land of historic significance due to a substantial value in tracing the history or prehistory of humankind, or upon which a historic event has occurred, and which has been designated as a HISTORIC SITE under this subchapter, or an unproved parcel, or part thereof on which is situated a historic structure and any abutting improved parcel, or part thereof, used as and constituting part of the premises on which the historic structure is situated, and likewise designated as a HISTORIC SITE.
