The City Council hereby declares and finds that there exists in the city abandoned, blighted, dilapidated, deteriorated, or unsafe properties and that there is a need in the city for the exercise of the powers, functions, and duties conferred by KRS 92.305 and KRS Chapter 99 and further hereby adopts the relevant provisions of those statutes. The City Council further recognizes that historic sites and buildings, and certain planning and zoning categories related to them, such as the historic district, are in the public interest. Finally, all such matters require informed and fair decision-making which gives due weight to the interests of property owners.
