§ 150.16 AMENDMENTS.
   (A)   The provisions of § 107 of said Housing and Unsafe Building Code are included as a part of this chapter, and are not to be optional.
   (B)   Paragraph (5) of § 107 of said Housing and Unsafe Building Code is hereby amended so as to read as follows:
      “(5) A fee of $10.00 shall be paid to the Building Inspector for each certificate of occupancy.”
   (C)   Subparagraph (3) c of § 105 of said Housing and Unsafe Building Code is hereby amended so as to provide as follows:
   “For the purpose of making such surveys, inspections, and investigations, the Building Inspector is hereby authorized, upon identification and statement of purpose, to enter, inspect, survey and investigate between the hours of 8:00 a.m. and 5:00 p.m., or at a time arranged with the occupant or owner, or at any time if an emergency exists, or if requested by the owner or occupant, all buildings, dwellings, dwelling units, rooming units and general premises. The owner or occupant of every building, dwelling, dwelling unit, rooming unit and general premises, or the person in charge thereof, shall give the Building Inspector free access to such building, dwelling, dwelling unit, rooming unit, or general premises for the purpose of such inspection, survey or investigation.”
   (D)   Paragraph (4) of § 303 of said Building Code is hereby amended by adding thereto the following subparagraph:
   “g. No person shall operate a rooming house unless he holds a valid rooming house permit issued by the Building Inspector in the name of the operator and for the specific dwelling or dwelling unit. The operator shall apply to the Building Inspector for such permit, which shall be issued by Building Inspector, upon compliance by the operator with the applicable provisions of this code and of any rules and regulations adopted pursuant thereto. This permit shall be displayed in a conspicuous place within the rooming house at all times. No such permit shall be transferable. Every person holding such a permit shall give notice in writing to the Building Inspector within 24 hours after having sold, transferred, given away, or otherwise disposed of ownership of, interest in, or control of any rooming house. Such notice shall include the name and address of the person succeeding the ownership or control of such rooming house. Every rooming house permit shall expire at the end of one year following its date of issuance, unless sooner suspended or revoked as hereinafter provided.”
   (E)   Said Housing and Unsafe Building Code is hereby further amended so that the words “Building Official” appearing therein shall read “Building Inspector”.
