(A) The purpose of this subchapter is to promote and protect the public health, welfare, and safety by regulating existing and proposed outdoor advertising, outdoor advertising signs, and outdoor signs of all types.
(B) It is intended to:
(1) Protect property values;
(2) Create a more attractive economic business climate;
(3) Promote economic development;
(4) Enhance and protect the physical appearance of the community;
(5) Preserve the scenic and natural beauty of designated areas;
(6) Balance the rights of individuals to convey their messages through temporary signs and the right of the public to be protected against the unrestricted proliferations of signs;
(7) Further the objectives of the city’s strategic plan;
(8) Protect the public health, safety, and welfare;
(9) Reduce traffic and pedestrian hazards; and
(10) Ensure fair and consistent enforcement of these regulations in their entirety.
