Nothing in this chapter shall be construed as to deprive any person, firm, association, or corporation of the right to attach to their places of business signs designating the name of the occupant, and such description of the business in which he or she or it is engaged, nor shall it be construed to prohibited the display, within any building, of any advertising matter that the owner of the business may consent to have displayed therein.
