§ 31.35 MAIN STREET EXECUTIVE DIRECTOR.
   The city’s personnel policy as enacted by ordinance and adopted and established is hereby intended to create and include the new class specification of Main Street Executive Director with a full-time class code of 5001 or part-time class code of 5002, as follows.
   (A)   Characteristics of the class. Under the supervision of the Executive Authority, the Main Street Executive Director is responsible for the implementation of the city’s Main Street Program. In conjunction and consultation with the Board of Director of Main Street, the Director will conduct and/or supervise all activities of the Main Street Program. The Director shall act as the principal liaison between the city’s Main Street Program.
   (B)   Examples of duties.
      (1)   Coordinate activity of Main Street Program committees, ensuring effective communication and performance of assigned tasks. Work closely with local government, local organizations, downtown businesses and/or property owners and other downtown stakeholders to implement the four components of the Main Street Approach; promotion, design, organization, and economic development;
      (2)   Manage all administrative aspects of the Main Street Program. This includes, but is not limited to, budget development, plan documentation, purchase records, and all reports required by the city’s Main Street Program and the National Main Street Center;
      (3)   Develop goals, strategies, and worked plans consistent with the aims of the Main Street Program;
      (4)   Develop and implement public awareness and education programs designed to foster support of the goals and objectives of the Main Street Program. As example, the Directors will use speaking engagements and media appearances to maintain the Program’s visibility in the community. The Director will also represent the local program at state and national levels as necessary;
      (5)   Encourage joint activities among the downtown community (e.g., promotional events, parking issues, special programs, and the like). Provide resources and advise tenants and owners. Facilitate cooperation between the downtown community and public officials;
      (6)   Assist individual tenants and owners with physical improvements projects through personal consultation of referrals to professional consultants, designers; contractors, and the like. The Director will stay informed and communicate all financial incentive programs available for such purposes;
      (7)   Pursue all available grant funds from both government and private institutions, providing the programs are compatible with the goals of the Main Street Program. The Director will prepare or supervise and approve the preparation of grant applications and will be responsible for obtaining all necessary supporting documents and approvals;
      (8)   Work closely with other local government agencies that may assist in achieving the goals of the Main Street Program; and
      (9)   Monthly reports must be submitted to the Mayor and the City Council. Weekly reports must be submitted to the Mayor and the City Clerk to be on file for the City Council.
   (C)   Minimum qualifications. The Director should have post secondary education or work experience in one or more of the following fields: public administration; finance; historic preservation; architecture; design; public relations; nonprofit/volunteer administration; small business administration or development; and/or municipal planning. Supervisory experience is preferred.
   (D)   Special knowledge skills and abilities. The Director must possess superior communication skills, both written and verbal. The Director must understand and appreciate the unique issues confronting the city downtown area and be able to form a working coalition from the diverse downtown community. The Director should be energetic, well organized, and able to function effectively without close supervision. The Director must be enthusiastic about the goal of revitalizing downtown.
   (E)   Salary. The salary of the Main Street Executive Director will be established by the city’s personnel policy.
