It is unlawful and shall constitute a nuisance for any person, firm, or corporation to dump or pour or cause to enter into any of the public storm sewers, or sanitary sewers of the city, or to pour or dump, or cause to be poured or dumped upon any of the streets, sidewalks, or alleys of the city, any oil or gasoline, or any of their products; or any combustible material or matter of whatever nature or character.
