(A) Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
FLOOD WALL. The existing flood control levee situated within the City of Pineville, Kentucky, and all additions or improvements which are appurtenant thereto, and all such additions or improvements which may be added thereto in the future.
VEHICLE. Any mechanical device, regardless of how powered, which was designed for operation by or conveyance of one or more people.
(B) Flood wall regulations. No person other than the duly authorized agents or employees of the city and City Utility Commission shall operate any vehicle of any type upon the Flood Wall right-of-way thereof.
