All connections to the waterworks and water distribution system to be acquired, enlarged, and improved by the city shall be on a fully-metered basis (subject to continuation of present circumstances until meters are installed, if any unmetered condition now occurs), and no free water service shall be allowed or permitted to any person, firm, or corporation or other entity, including the city itself.
