   (B)   Approved Reconnection fee. The fee for reestablishing a discontinued water connection is $6.

   (C)   Surcharge for new service area. In addition to the regular monthly water bill completed pursuant to the schedule of rates set out in division (A) above, all customers on the new service lines proposed to be constructed in the Yellow Creek area shall pay a surcharge in the amount of $45 per month.
