(A) The city is hereby governed by an elected executive who is called Mayor and by an elected legislative body which is called the City Council, and by such other officers and employees as are provided for by statute or city ordinance.

(B) The City Council shall be composed of six Council members who shall be elected at large under nonpartisan city election laws.

(C) In the primary election to be held May 25, 1993, any number of persons may file as candidates for the six Council seats, but a maximum of 12 nonpartisan candidates with the highest number of votes shall be selected to run in the November, 1993, general election. Those six persons receiving the largest number of votes tabulated in the November, 1993, general election shall be selected as the new City Council.
