The Manager and other duly authorized employees and representatives of the Municipal Utility Commission and authorized representatives of applicable federal, state, and local regulatory agencies bearing proper credentials and identification shall be permitted to enter all properties for the purpose of inspection, observation, measurement, sampling, and testing pertinent to discharges to the public sewer system in accordance with the provisions of this chapter.
