§ 11.01 ADDITION OF WARD 5E.
   (A)   There is by this section created in and for the city an additional ward which shall, from and after the passage of this section, include the following territory in the city:
   That part of said city lying within the following bounds: Beginning on the south bank of Cumberland River, where, at low water mark, the centerline of Cedar Street in Pineville, if said street were extended, in a northerly direction, would touch said point on the bank of the river - thence in a southerly direction, and with said centerline of Cedar Street, if said street were extended, touch the present south limits of the City of Pineville - thence westerly, and with the present southern limits of the city to their intersection with the line of the Highlands and with said southern limits, so as to include the Highlands, recently annexed, to said city, still in a westerly direction to Mile Branch of Cumberland River, thence down Mile Branch to its confluence with Cumberland River, thence up, and with said south bank of said river, as it meanders, at low water mark, to the point of beginning.
   (B)   Said ward, so created is to be, and shall be known and called Ward 5E, of and in the city; and all persons whose domicile or residence is within the confines above described, shall hereafter be citizens and residents of and in Ward 5E in the city.
   (C)   There is subtracted from and taken out of the present Ward 3C, all that portion thereof, which lies east of Cumberland River, and between said river and the centerline of Cedar Street, and between the old western line of the city, and that portion known as the Highlands, and the said centerline of Cedar Street, and said territory is now made part of Ward 5E hereby created.
   (D)   The City Council shall hereafter be composed of the Mayor of the city and eight Council members instead of six; and all ordinances and parts of ordinances, in conflict herewith, are here and now and hereby repealed; and Ward 5E shall hereafter, at a regular election, choose two Council members to represent Ward 5E.
   (E)   Ward 3C shall hereafter be bounded on the south and east by Cumberland River, and north and west from said river shall contain the territory that it formerly contained.
   (F)   At a general election that may be held in Precinct 5E, (the boundaries of which are identical with the ward boundary above described), all legal voters residing within said boundary, who, if a qualified voter, has resided in said ward for at least six months, prior to said election, stand for election to the office of Council member for said ward, and that the two candidates who receive the highest and next highest number of votes therein, shall be declared to have been, and deemed to be elected to the office of Council member for said ward.
