If sewer service is made available, no person shall be permitted to use the public water supply facilities of the municipal sewage system without connecting with the sewer facilities, and the Commission shall discontinue water service to any premises which do not connect with the sewer facilities.
   (B)   Any person who agrees to receive sanitary sewer service outside of the city limits agrees by acceptance of such service to abide by this chapter in its entirety, and therefore is subject to enforcement and penalties for violations of this chapter as if that person received said sewer service inside the city limits.
