(A) (1) The comprehensive personnel system of the city, including policies and procedures and classification and compensation, as well as any applicable state and federal laws, are hereby adopted by reference and shall be the system of personnel administration for the city. The system may be altered or amended only by ordinance.
(2) All subsequent amendments to the personnel manual shall be in amendment form, setting forth the part(s) and section(s) affected.
(3) All employment positions of the city shall be established as set forth in the policies section and made a part of this personnel manual.
(B) The city’s drug-free workplace policy, copies of which are on file in the office of the City Clerk, is adopted and incorporated as part of this code of ordinances as fully as if set out at length herein.
(C) Amendments to the city’s personnel policy, copies of which are on file in the office of the City Clerk, are adopted and incorporated as part of this code of ordinances as fully as if set out at length herein.
