As provided in G.S. § 160D-108(c), amendments, modifications, supplements, repeals, or other changes to the zoning regulations (set forth in this subchapter), or in the zoning boundaries shall not be applicable or enforceable without consent of the owner with respect to buildings, and to uses for which building permits have been issued pursuant to G.S. § 160D-1110 prior to the enactment of this chapter making the change(s) provided the permit remains valid and unexpired pursuant to G.S. § 160D-1111 and unrevoked pursuant to G.S. § 160D-1115.
