(A) Appointment; assigning duties. The Mayor shall appoint such committees and assign to them the duties as such official deems necessary for the proper and efficient operation of the municipal government.

(B) Duties generally. Each committee shall be held responsible for its respective assignment and shall make recommendations in writing to the Mayor and Board as it deems advisable in order that its department may operate with efficiency and economy.
