It shall be unlawful for any person to throw or deposit any food, beverage, paper, bottle, or other waste materials either in the lake or upon any recreational facility property, and any person found to be doing so shall be punished in accordance with the penalties hereinafter provided in this chapter and may be summarily forbidden to use the facilities thereafter, by the Board of Commissioners.
