§ 91.15 SCOPE.
   (A)   This subchapter is enacted for the purpose of regulating the distribution of commercial and noncommercial handbills, controlling the depositing of litter on private premises, providing a lien for the cost of town clearance of such littering; and protecting the citizens and residents of the town against anything in this area which might be detrimental to health, safety, and the general welfare.
   (B)   The owner or person in control of any private property shall at all times maintain the premises free of junk. However, this section shall not prohibit the storage of litter in authorized private receptacles for collection.
