The Commissioner of Streets and Public Improvements shall have charge of, supervision and direction over the following departments, municipal functions and services, utilities and public property:
(A) Street Department;
(B) Construction, repair and maintenance of all streets, alleys, bridges and sidewalks in the city or on land owned by the city;
(C) Street lighting;
(D) Supervision over the installation and maintenance of telephone, light and power utility facilities;
(E) Issuance of permits for work involving excavations in any street or alley;
(F) Care and maintenance of the city cemetery;
(G) Traffic control; and
(H) Garbage and refuse collection and disposal.
