§ 32.045 COMMISSIONER TO BE SUPERINTENDENT; DUTIES.
   (A)   The duly elected Commissioner of Streets and Public Improvements shall be the Superintendent of that department.
   (B)   The Commissioner shall have the following duties:
      (1)   Regularly inspect the streets, alleys, bridges and sidewalks in the city or on lands owned by the city;
      (2)   Prepare or cause to be prepared estimates of the cost of constructing, repairing and maintaining all the facilities and cooperate with all state and federal agencies furnishing or allocating funds for the purposes;
      (3)   Construct, repair and maintain all the streets, alleys, bridges and sidewalks and, where the work is done with municipal funds and labor, supervise that work;
      (4)   Provide adequate storm water drainage facilities;
      (5)   Require all public utility corporations furnishing telephone, light and power services to file all reports required by law and to observe the terms and provisions of any franchise under which the utility is operating in the city;
      (6)   Inspect and report any deficiencies in street lighting facilities and regulate the location of such facilities; and
      (7)   Repair and maintain the roads and public ways in the city cemetery and provide for grass and weed cutting and control.
