§ 32.035 COMMISSIONER TO BE SUPERINTENDENT; DUTIES.
   (A)   The duly elected Commissioner of Public Health and Safety shall be the Superintendent of that department.
   (B)   The Commissioner shall perform the following duties:
      (1)   Regularly inspect the police and fire fighting apparatus, equipment and supplies of the city and make recommendations to the City Council for the repair and replacement thereof;
      (2)   Regulate the hours of work of the personnel of the Fire Department and Police Depart- ment to achieve the maximum protection of the lives and property of the citizens and residents of the city;
      (3)   Regularly inspect all public and private buildings, to the extent authorized by this code of ordinances, for the violations of any ordinance relating to plumbing, sanitary, heating and electrical facilities or fire safety regulations;
      (4)   Issue all permits for the construction or repair of any building or structure in the city, or the installation or repair of plumbing, sanitary, heating or electrical facilities therein;
      (5)   Regularly inspect the city for the existence of nuisances or unsanitary conditions and commence the legal action available to correct or abate the nuisances or unsanitary conditions;
      (6)   Observe traffic conditions in the city and recommend to the Council regulatory measures deemed necessary to regulate and control the conditions; and
      (7)   Enforce all ordinances of the city pertaining to the health and safety of the citizens and residents of the city.
