(A) Any prospective customer requesting water or water and sewer service or an existing customer requesting additional or changed water or water and sewer service shall complete and file with the City Clerk an “Application for Water and Sewer Service.” The application will be in a form approved by the City Council, copies of which may be obtained from the office of the Clerk. The city may require a security deposit, not to exceed $75 in the case of a residential customer and not to exceed $125 in the case of a commercial customer, before accepting an application for service.
(B) The services of the combined waterworks and sewerage system shall be deemed furnished both to the occupant and owner of the premises receiving the services and shall be deemed an obligation of both the occupant and the owner of any such premises.
