§ 32.004 PREPARATION OF ANNUAL APPROPRIATIONS ORDINANCE.
   The Mayor and each Commissioner shall cooperate in the preparation of the annual appropriation ordinance and recommend to the City Council the items and amounts of the appropriations required by their respective departments for the fiscal year covered by the ordinance.
