(A) For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
CITY. The city of Pinckneyville.
EMPLOYEE. Any person, other than an officer, who is hired to perform work for the city at a fixed wage or salary or other measure of compensation.
OFFICER. Any person who is elected or appointed to an office created by the Illinois Municipal Code or any ordinance of the city.
PROPERTY OF THE CITY. Land or personal property of the city located within or outside its corporate limits.
(B) Any reference to a city department includes all equipment, buildings, apparatus, systems, facilities, machinery or other real and personal property used or occupied by the department in the course of its particular function or service.
