§ 30.05 VERBATIM RECORDS OF CLOSED MEETINGS.
   (A)   The City Council shall cause to be made a verbatim recording of all closed meetings in the form of an audio recording and in accordance with the Illinois Open Meetings Act.
   (B)   The City Clerk shall be the officer responsible for recording closed meetings of the City Council in accordance with the Illinois Open Meetings Act. In the event that the City Clerk is absent from a closed meeting held by the City Council, the person recording the minutes of such meeting shall make the verbatim recording of such closed meeting in accordance with the Illinois Open Meetings Act.
   (C)   The City Clerk shall be the officer responsible for maintaining the recording equipment in operable condition and for keeping the audio recordings of closed meetings secure and confidential. The City Clerk is hereby authorized to establish rules necessary and reasonable for doing so.
   (D)   Except as otherwise provided in the Illinois Open Meetings Act, only members of the City Council, the City Attorney, and the City Clerk may have access to and listen to tape recordings of closed meetings; provided, however, such access shall be subject to the rules established by the City Clerk.
