The City Council shall have and exercise the following powers and duties:
(A) To make or authorize the making of all contracts for any work or service performed for the city or any supplies or materials purchased for the city where the cost or charge therefor exceeds $2,500;
(B) To appropriate all funds to each department and for each corporate or municipal purpose;
(C) To levy all taxes and establish all license fees and other charges;
(D) To establish and alter all rates and charges for the use of or connection with all municipal utilities and all charges for any municipal service;
(E) To examine, approve, disapprove and allow or refuse the payment of all bills, accounts, payrolls, claims and other charges incurred by or made against the city;
(F) To determine the powers of any of the duties to be performed by each department and assign them to the appropriate department;
(G) To prescribe the powers of any of the duties of all officers and employees of the city and assign them to one or more departments;
(H) To require an officer or employee to perform duties in two or more departments;
(I) To make rules and regulations as may be necessary or proper for the efficient and economical conduct of the business of the city;
(J) To appoint and discharge the heads of all principal departments subordinate to the five departments created by ILCS Ch. 65, Act 5, § 4-5-2; and
(K) To determine, fix and regulate the payment of all salaries, wages, fees or other compensation to be paid all officers and employees of the city.
