§ 116.04 ESTABLISHMENT OF THE CITY BUSINESS DISTRICT PLAN.
   The City Business District is hereby established pursuant to the Business District Plan and the Business District Act. The City Council shall have and possess without limitation, such powers with respect to the business district as authorized under the Business District Act and the Business District Plan.
