(A) Such hearing shall be conducted by the City Council upon due and reasonable notice to all parties. The City Council shall have power to administer oaths and to take sworn testimony. Any party alleged to have violated this chapter shall be entitled to be represented by counsel and shall have the right to call witnesses in his own behalf and to cross-examine witnesses.
(B) At the conclusion of such hearing, the City Council shall render the complaint a decision.
