§ 96.16 LIEN.
   If the charges for such weed or grass removal, including costs, expenses and attorney's fees, remain unpaid, upon compliance with ILCS Ch. 65, Act 5, § 11-20-7, a notice of lien shall be filed in the office of the Perry County Clerk, within one year after the cost and expense for the removal was incurred. The notice of lien shall consist of a sworn statement setting out:
   (A)   A description of the real estate sufficient for identification thereof;
   (B)   The amount of money representing the cost and expense incurred or payable for the service; and
   (C)   The date or dates when said cost and expense was incurred by the city.
