§ 93.13 WOODEN BUILDINGS OR STRUCTURES.
   No wooden building or structure of any kind shall hereafter be erected, constructed, enlarged, placed, removed, relocated, or repaired within such fire limits without permission of the Council. Whenever any existing wooden building or structure or any kind within said fire limits shall have deteriorated or shall have been damaged by any means, to the extent of 50% of its value, the same is hereby declared a nuisance and shall be abated as herein provided. Whether said damage or deterioration has occurred shall be determined by an inspection thereof by the Chief of the Fire Department, a person selected by the owner, and a third person chosen by the Chief and the person selected by the owner.
