No building or other structure shall be hereafter erected within the fire limits of the city, unless a permit therefor is first obtained from the Council. The owner, or person, desiring to erect any building or other structure within the fire limits or the city, shall submit to the Council the plans and specifications for such building, and shall file a copy thereof with the City Clerk, and when a permit for the erection or such building or other structure shall have been granted, no departure shall be made in the consideration of the outside or party walls or the roof thereof.
