§ 91.17 RETURNING ANIMALS TO OWNER IF KNOWN.
   Notwithstanding the provisions of § 91.15, if an animal is found at large and its owner can be identified and located, the animal need not be impounded, but may instead be taken to the owner. In such case, the Animal Control Officer or police officer may issue a citation for violation of this chapter and may proceed against the owner for the violation.
