(A) The Commissioner hereby is directed to provide for the installation, regulation, control, operation and use of the parking meters provided for in this subchapter and to maintain them in good working condition.
(B) The Commissioner is authorized and empowered to enter into a contract for the lease or purchase of the meters and parts and maintenance of the meters as may be necessary to maintain them in good working condition and to pay for the parts and maintenance from the receipts, funds and revenues received from the operation of the parking meters.
