(A) The City Council shall determine the necessity for establishing and designating through streets, one-way streets and alleys, yield right-of-way streets and all stop intersections in the city.
(B) All streets, alleys and intersections shall be designated in and by a resolution adopted by the Council from time to time as traffic conditions require.
(C) Any designation may be vacated or set aside by resolution.
(D) When any designation is made the Commissioner shall cause appropriate traffic signs to be erected as directed by the Council.
(E) Any designation shall become effective when the sign is erected and shall remain in force until the designation is vacated, regardless of whether the traffic sign temporarily is removed, damaged or not in place.
