§ 70.002 DEFINITIONS.
   (A)   Words and phrases defined in ILCS Ch. 625, Act 5, §§ 1-100 et seq., and all amendments to it, are adopted and incorporated as part of this code of ordinances as fully as if set out at length herein.
   (B)   When the following words and phrases are used they shall have the meanings respectively ascribed to them in this section. In the event any word or phrase defined in this section also is defined in ILCS Ch. 625, Act 5, §§ 1-100 et seq., the defini- tion thereof shall control in this section.
      COMMISSIONER. The Commissioner of Public Health and Safety of the city.
      HIGHWAY. See STREET.
      POSTED. The erection of any traffic sign or signal or the painting of lines, legends or markings by the direction of the City Council or by authority of the Commissioner.
      PUBLIC BUILDING. A building used by the city, county, any hospital district, school district, the state, the United States government or other public body.
      STREET. The entire width between property lines of every way or place of whatever nature, when any part thereof is open to the use of the public, as a matter of right, for the purpose of vehicular traffic. When used in this chapter, HIGHWAY includes STREET and STREET includes HIGHWAY.
      THROUGH HIGHWAY or STREET. Every highway or street, or portion thereof, at the entrance to which vehicular traffic from intersecting highways is required by law to stop before entering or crossing the same, when stop signs are erected, as provided by this chapter.
      TRAFFIC SIGNS OR SIGNALS.
         (1)   OFFICIAL TRAFFIC CONTROL DEVICES. All signs, signals, markings or devices, including lines, legends or markings on the surface of streets, alleys, sidewalks, curbs and other places, erected, painted or placed by the direction of the Council or authority of the Commissioner, for the purpose of regulating, warning or guiding traffic.
         (2)   RAILROAD SIGNS or SIGNALS. Any sign, signal or device erected in accordance with the laws governing the same and intended to give notice of the presence of railroad tracks or the approach of a railroad train.
         (3)   TRAFFIC CONTROL SIGNAL. Any device, whether manually, electrically or mechanically operated, by which traffic alternately is directed to stop and to proceed.
         (4)   TRAFFIC SIGNS. Any metal or wood sign posted, placed or erected by authority of the Council or Commissioner, for the purpose of regulating, warning or guiding traffic or the parking, loading or unloading of vehicles, and including:
            (a)   BUS AND CAB ZONE SIGNS. Traffic signs designating spaces on streets for parking, stopping, loading and unloading buses and cabs.
            (b)   DIRECTION SIGNS. Traffic signs indicating the direction traffic is to move on one- way streets or alleys.
            (c)   LOADING ZONE SIGNS. Traffic signs restricting, limiting or prohibiting the loading or unloading of vehicles.
            (d)   PARKING SIGNS. Traffic signs restricting, limiting or prohibiting the parking of vehicles.
            (e)   STOP SIGNS. A traffic sign bearing the word, STOP.
