§ 70.001 AUTHORITY OF CITY COUNCIL TO REGULATE TRAFFIC AT CERTAIN PLACES; CRITERIA.
   (A)   (1)   The City Council shall determine the necessity for establishing and designating:
         (a)   Streets where u-turns are prohibited.
         (b)   Streets where left turns are prohibited.
         (c)   Streets on which truck traffic is prohibited.
         (d)   Streets on which the load limit is less than the maximum fixed by this chapter.
         (e)   The location of school crossings.
         (f)   Speed restrictions on streets and alleys under its jurisdiction.
      (2)   All designations shall be made in and by a resolution, from time to time adopted by the Council, as traffic conditions require.
      (3)   Any designation may be vacated or set aside by resolution.
      (4)   When any designation is made, the Commissioner shall cause appropriate traffic signs to be posted as directed by the Council.
      (5)   Any designation shall become effective when the signs are posted and shall remain in force until the designation is vacated, regardless of whether any traffic sign is temporarily removed, damaged or not in place.
      (6)   For the purpose of this chapter, lines, legends and other markings painted or placed on the surface of the street, alley, sidewalk, curb or other place by the direction of the Council shall be considered official traffic control devices and shall be obeyed.
   (B)   The Council, by resolution, may provide for the regulation and control of traffic at, near or in the vicinity of hospitals, clinics, mortuaries, nursing homes, churches, lodge halls, meeting places, public buildings, schools, playgrounds, fairgrounds, swimming pools and other places where, by reason of traffic congestion, temporary or permanent parking problems, the presence of children, pedestrians or handicapped persons or the need for speed restrictions or temporary re-routing of traffic, special regulation and control is necessary.
      (1)   Regulation and control includes temporary closing of streets or parts of streets and other areas over which traffic moves, diverting or re- routing traffic away from or around the streets and areas while closed, and granting authority to erect and remove barricades or similar devices when the streets or areas are closed temporarily.
      (2)   The resolution shall prescribe the regulations or controls required and the Com- missioner shall post appropriate traffic signs in accordance with the directions of the Council. The regulations may be vacated by resolution. When the signs are posted, the regulation authorized by the Council shall become effective and remain in force until the regulations are vacated, regardless of whether any traffic sign so posted is removed, damaged or not in place temporarily.
   (C)   The Council, in making any designation or regulation authorized by this chapter, or in vacating it, shall take into consideration and be guided and governed by location, amount of traffic, the demand for parking space, the congestion of traffic, the use of the street, the hazards apparent and all other traffic conditions existing at the place or area concerned in or by the designation or regulation.
