(A) The wastewater service charge shall be computed by the formula:
CW = CC + CD + CM + (Vu-X) CU + CS
(B) CW is the amount of waste service per billing period, CD is the debt service charge, CC is the capital improvement charge, CM is the minimum charge for operation, maintenance and replacement, Vu is the wastewater volume for the billing period, X is the allowable consumption in gallons for the minimum charge, CU is the basic user rate for operation, maintenance and replacement and CS is the amount of surcharge.
