§ 53.39 SURCHARGE RATE.
   (A)   The rates of surcharges for BOD and SS shall be as follows:
      (1)   $0.37 per pound of BOD.
      (2)   $0.15 per pound of SS.
   (B)   The concentration of wastes used for computing surcharges shall be established by waste sampling. Waste sampling shall be performed as often as may be deemed necessary by Commissioner of Public Works and shall be binding as a basic rate for surcharges.
