For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
WATER. Water from the waterworks system of the city.
WATER EMERGENCY. That situation arising when Pinckneyville City Lake falls below elevation 430 + 00, and the condition is reported to the city by the Commissioner of Public Property, or when other mechanical breakdown or malfunction of the treatment or distribution system which would make the available supply of potable water in short supply.
