No person, firm or corporation shall connect any water service pipe or transmit water supplied by the water system of the city into more than one distinct premises, dwelling or consumer unit from one meter. Each dwelling unit in apartment buildings or duplex dwellings shall be serviced by individual meters and shutoff valves. The Council shall have the right to establish special services or service connections as may be necessary or desired for large units. Records of the special services and/or connections established by the Council shall be made and kept by the City Clerk.
