(A) Any customer may request the city to make a test of the accuracy of the meter then in use on their premises. The tests will be made by the city or some person designated by the city’s Utilities Super- intendent. In case a customer requests an accurate test of a meter, the customer shall be required, prior to the test, to deposit with the city the sum estimated by the city’s Utilities Superintendent to cover the costs of removing, testing and replacing the meter. The test standards described in § 52.051 shall be applicable in determining accuracy of meters being tested. Refunds of additional charges will be based on determinations made according to those standards.
(B) In the event such a meter is found, by testing, to have a positive error, the test deposit shall be refunded. Past water bills shall be adjusted by the percentage of the amount of the water bills for a period of three months previous to the tests.
(C) In the event the meter is found to be registering correctly or with a negative error, the customer shall forfeit the test deposit and the funds shall be deposited in the waterworks and sewerage funds of the city.
