(A) In general. There shall be, and there are hereby established, monthly rates and charges for the sale of water and for the use and services supplied by the combined Waterworks and Sewerage system of the city. The minimum monthly bill will by payable irrespective of use. Any applicable state utility tax shall be added to all billings. Special rates for water or water and sewer service may be made, from time to time, by separate contract with special customers, subject to the rates, terms and conditions determined by the City Council to be in the best interest of the Combined Waterworks and Sewerage System of the city.
(B) Water rates.
(1) Inside city limits. The rates and charges to users of the combined water-works and sewerage system of the city who are located within the limits of the city shall be calculated upon a monthly basis and shall be as follows:

(C) Sewer rates.
(1) Rates and charges for the use and services of the city’s sewerage system are based on water consumption as indicated by the water meter and shall be calculated upon a monthly basis and shall be as follows.

(2) The rates and charges for Illinois Department of Corrections for use and service of the city’s sewerage system shall be calculated upon a monthly basis and shall be as follows.
(a) $16,291 fixed rate for debt retirement.
(b) Plus $6.00 per 1,000 gallons of water used for operation, maintenance and replacement.
(D) No sewer rate shall be charged for water flowing through a water meter which is used solely and exclusively for a watering or sprinkler system for grass or other vegetation.
