§ 52.022 ACCOUNTS AND RECORDS.
   It shall be the duty of the City Treasurer to set up and maintain a proper system of accounts and records separate from all other accounts and records, showing the amounts received from the Waterworks and Sewerage System and the application of the amounts and all financial transactions in connection therewith. The accounts shall annually be audited by an independent certified accountant as provided by ordinance and as provided by the Illinois Municipal Accounting Act.
