(A) The city shall not be required to extend service within the city limits a distance of more than 100 feet per customer and only then when sufficient funds are available in excess of those required for the proper operation of the system. Extension of mains and service outside the city limits shall be subject to approval of the City Council and also shall be subject to all of the rules, regulations and provisions as provided herein or as amended.
(B) The Council first shall determine if any extension of water main is economically feasible, based on the estimated costs of the extension and the number of existing potential users that will use water along the extension. If the extension is economically feasible, the city may install and pay the cost of the extension at the discretion of the Council. All mains, lines and equipment shall immediately become the property of the city.
(C) If the Council elects not to pay the costs of extending the mains, the person or persons desiring the service may install the extension at their own personal expense, upon the written consent by the Council. The city shall not pay for any extension to an undeveloped area, such as a subdivision being developed, unless there are sufficient existing residents or businesses to make the extension economically feasible.
