§ 51.30 RATE SCHEDULE.
   (A)   There shall be, and hereby are established, monthly rates and charges for the sale of natural gas and for the use and service supplied by the natural gas distribution system of the city, based upon the amount of gas consumed, as measured by the gas meters, using bases established by the city.
   (B)   The rates and charges to users of the gas utility service of the city shall be calculated upon a monthly basis and shall be as follows (any applicable state utility tax shall be added to all billings for each class of gas service):
      (1)   General service. First 1,000 cubic feet — $4.99 minimum monthly charge; Over 1,000 cubic feet — $4.35 per 1,000 cubic feet.
      (2)   Industrial Service No. 1. Industrial rate No. 1 available only by contract and special agreement with the city.
         (a)   All volumes at $4.03 per 1,000 cubic feet.
         (b)   Minimum monthly charge - $500.
      (3)   Industrial Service No. 2. Industrial rate No. 2 available only by contract and special agreement with the city.
         (a)   All volumes at $4.13 per 1,000 cubic feet.
         (b)   Minimum monthly charge - $150.
      (4)   Illinois Department of Corrections.
         (a)   All volumes at $2.90 per 1,000 cubic feet, plus
         (b)   Fixed monthly charge of $744 for debt retirement.
      (5)   Purchased gas adjustments. The above stated charges for natural gas service do not include the city’s delivered cost for the purchase of natural gas from its supplier, which cost shall be added to the above stated charges. The City Clerk is hereby empowered and directed to determine the cost of purchased natural gas on a per thousand cubic feet basis. The cost of natural gas charged by the supplier to the city shall be determined and added to each customer’s bill. Also, there shall be correspondingly added to each customer’s bill a percentage amount in order to compensate for distribution system loss. Such percentage amount shall be the percentage amount shall be the percentage loss reported annually by the city to the United States Department of Transportation.
   (C)   Monthly gas rate schedule for City Correction Center.
      (1)   In accordance with an Intergovernmental Agreement for the purchase of water, sewer and gas service between the city and the Illinois Department of Corrections, the Correctional Center shall pay the city for all gas supplied by the city using the following rate schedule.
      (2)   Monthly gas rate schedule. $744 fixed charge for debt retirement plus delivered cost of purchased gas, and a delivery charge of $0.51 per 1,000 cubic feet.
